Do you tarp before the insurance company approves anything?

Yes. Emergency tarping and board-up are mitigation, not repair, and policies generally expect you to prevent further damage rather than wait. We tarp first, document it, and it gets handled as part of the claim.

How do I know if hail or wind actually damaged my roof?

From the ground you usually can't. The signs that matter are granule loss in the gutters, bruised or fractured mats you can only feel by hand, creased tabs from wind uplift, and damaged soft metals — vents, flashing, gutter aprons — which are the easiest confirmation of a hail event. We inspect and photograph the whole roof plane by plane and tell you plainly whether there's a claim or not.

Can you replace just the damaged section?

Sometimes, but less often than homeowners hope. Partial repairs work on a young roof with an isolated wind loss and available matching shingles. On an older roof, or after widespread hail, a patch won't match in color and won't seal cleanly to weathered shingles — and many carriers will pay for a full slope or full replacement when a matching repair isn't achievable.
